American Award to George Popper

During the 49th Annual International Drug Enforcement Training Conference of INEOA (International Narcotic Enforcement Officers Association), which was held between 3 – 8 August 2008 in Orlando, Florida (USA), Prof. George POPPER – President of IBSSA was awarded with the “International Award of Honour” for his anti-drug activities, his outstanding specific achievements, which involved cooperative efforts between agencies of different nations. This prestigious award was given to Prof. Popper as one of the first European professionals and was handed over by Stephen F. MINGER – President of INEOA.

The INEOA leadership emphasized in its explanation that George Popper played an important part in strengthening INEOA in Europe as primarily the association was functioning only on the American and later on the Asian continent. The appearance of synthetic drugs in Europe and the easy border crossing are highly account for this process, the “crescendo” of INEOA.
Thanks to the active work of Prof. Popper law enforcement officers from more and more countries of the European continent join INEOA, the association, which gives information and organises trainings. In Eastern Europe – but also on the Western side – the coordination of activities of all civil organisations, dealing with drug consumption and drug prevention, the education as well as the advanced training of the participants, attending this program, has just begun. In Europe this work is coordinated by the European Narcotic Enforcement and Drug Prevention Centre (EDDKE), which was set up last year in Budapest, Hungary upon urge of the IBSSA President.
This international award recognises the active participation of Prof. Popper in the work of different international federations. Among others he is a negotiator delegate of “Mission Europa”, which has participation rights in the European Council and for example Prof. George Popper led the delegation of IFNGO (International Federation of Non Governmental Organisations) this April during the 17th Session of the U.N. Commission on Crime Prevention and Criminal Justice in Vienna, Austria.
