44th Annual International Drug Conference
Ft. Lauderdale, Florida / USA, October 19 - 25, 2003


International Narcotic Enforcement Officers Association (INEOA) organised
its 44th Annual International Drug Conference between 19 - 25 October
2003 in Ft. Lauderdale / Florida at the Wyndham Bonaventure Resort, which
was again a very successful and high-level event.


As usual, there was a special awards ceremony to honour those drug enforcement
officers having performed outstanding service during drug investigations.
In addition, $1,000 scholarship grants was presented to the children
of officers killed in the line of duty involving drug investigations.
Last year awards were presented to 644 drug enforcement officers from
throughout the United States and countries from around the world.


The following special training programs were presented


  • DEA presented a program covering domestic and international trends
    in drug trafficking and dealing with the problem of narcoterrorism.
  • National Drug Intelligence Center presented a program on International
    Document and Computer Exploitation, Statement Analysis and Effective
    Interpersonal Communication Related to Drug Enforcement.
  • Prospero Ellis - internationally renowned, recently retired U.S.
    Customs Supervisory Inspector - held lectures on Observation, Behavior,
    Analysis on Deception, Detection and Concealment Techniques (Rovertech).
  • Interagency Civil-Military Institute presented a program on National
    and International Aspects of Counter Drug Intelligence.
  • Pharmaceutical Industry Seminar presented a special conference on
    Controlled Substances and Regulated Chemicals designed for representatives
    of the Pharmaceutical Industry.

As a result of the fruitful cooperation between the International Bodyguard
and Security Services Association (IBSSA) and the International Narcotic
Enforcement Officers Association (INEOA) more and more active IBSSA leaders
become members of INEOA and attend the yearly conference.

    for South Romania

C-NIS delegation was represented by


  • Mr. Géza HALASKA (HUN) - CEO of H and J Ltd. Bodyguarding,
    Building and Object Protection

It is a great honour and high recognition for IBSSA, that Dr.
Marko NICOVIC, Knight of Malta (YUG) - Vice President of IBSSA and
Chief counsellor of the Yugoslav Head of State became elected President
of INEOA by the Congress.
